Tver zemstvo and agrarian reform in early XX

Abstract

The article analyzes interrelations of the zemstvo and the authorities while carrying out P.A. Stolypin’s agrarian reforms. Lack of this problem’s study on all-Russian and regional level induces to carry out comprehensive research in frames of provinces. Implementation of the large-scale agrarian reform revealed new contradictions between the zemstvo and the authorities, but at the same time it encouraged more intensive communication. The local authorities there was no unity of opinion on the issue of providing agronomic support. During the discussions, the agrarian reform of the Tver Zemstvo advocated the promotion of both individual and communal farms. The zemstvo’s attitude concerning giving agronomical help to the peasantry stimulated the «damping» of the agrarian reform, lowered acuteness of contradictions in the Russian village during agrarian reforms’ realization.
