Abstract

In modern historiography, there are two opposite points of view on the state of the Russian economy on the eve of 1917. Some authors argue that the economy could not stand the tests of war. Others, however, approve that the Russian economy has been successfully modernized. The paper shows that Russian economy was too archaic for any kind of modernization. So, during the war Russia was forced to buy the Allies not only weapons, but also raw materials. Due to poor infrastructure the government failed to provide population of some regions and especially large cities with food. As a result, by 1917, the national economy has degraded, and financial debt allies repeatedly increased. Provisional Government was unable to continue the war.
