Abstract

The problem of the formation of professional social work in Russia from the early 1990s to 2000 is studied. The changes associated with the processes of de–Sovietization of Russian society are analyzed; the dominant object of social services assistance is identified – an individual, categories of citizens for providing specific services and institutional support: refugees, street children, unemployed, children in difficult life situations, children left without parental care. The role of the state and the current legislation in the activities of social institutions in regulating situations in matters of assistance and support, localization of difficult life situations through the professional community of social workers is shown
