Abstract

The article analyzes the evolution of the concepts of Finance Ministers N. Н. Bunge and S. Yu. Witte about the role of the peasant community in the development of agrarian sector of economy of Russia in the edge XIX – XX centuries. The analysis of sources of personal origin shows that Bunge and Witte originally idealized this institute, but subsequently became his opponents. Through acts their plans according to the solution of an agrarian question are traced: creation of the public mortgage institu-tions, stimulation of private economic initiatives, support of peasants – owners of land. However these partially realized ideas did not remove sharpness of a country question. The author shows that the main obstacles concerning ways of reforming of the agrarian sector were connected with contradictions in a circle of reformers.
