POWER AND SOCIETY IN TWERN GOVERNMENT IN 1917 – BEGINNING 1918 IN THE DOCUMENTS OF THE REGIONAL ARCHIVES

In this article author studied the events of 1917 – 1918 years in Tver region. Author noted that local authorities tried very hard to answer the challenges of time, but failed. The state power lost almost all its influ-ence. Representatives of different social layers became to pursue their aims and to make their demands taking up arms. The soldiers’ self-government turned into total anarchy. Russian army became uncon-trolled and dangerous. Marauders from ranks of solders shook social order. The power of Provisional Government did not have any effective enough means for law enforcement. As a result, all social conflicts ag-gravated. Especially acute became the conflict between the peasantry and the landlords. In this situation the state could regain control only with means of ruthless terror.Downloads
