Abstract

The article deals with the ideological grounds for reforms held in Prussia during the period from 1807 to 1814. The defeat of Prussia as a military force and an independent state in 1806–1807 led to presentation of reform projects aimed to overcome the crisis of state system and resurrection of the kingdom as one of core participants of German and European affairs. The emergence and development of national state ideas led to a discussion on governmental level and a presentation of two key reform projects in period until 1814 by H.K. von Stein and K. A. von Hardenberg. In the military G. von Scharnhorst and his commission became in charge of the reformist discourse, which included not only the theoretical and strategic levels, but also from the ideological aspect
