Abstract

Partial mobilization of Red Army and Fleet was carried out in Soviet Union during September and October 1939. Officially it was called «Big training sessions». This event is scantily investigated. The process of «training sessions» has been described and analyzed in the article. The author describes and characterizes the work of the mobilization mechanism. This mechanism gave numerous failures. A chaos reigned in many military commissariats. Railways were not ready for mobilization too. The mobilization of cars and horses was unsatisfactory. The «training sessions» impacted negatively on the economic life of region. The cooperation between various interested government agencies has not been established. The higher political govern-ance received a signal about serious danger.
