Management Structure of Water Transport from 1918 till 1940

The present article deals with the management structure formation process of the inland water transport after it was nationalized in 1918. Main sources are legislative acts as well as newly introduced archive documents. Most of the focus is on the approval of different forms of management that meet the needs of the age. Besides in the article both merits and demerits of different management structures have been described. It is concluded that as a result of the work performed by the State just be-fore the war, an inland water transport management system was shaped. Its main features were a complete centralization, a combination of linear and functional management structures, a capability to solve all problems in an integrated manner within а single economic entity - Shipping company.Published
