Abstract

In article were traced the main directions of discussions of conservative and liberal fractions of the Moscow and Tver zemstvos in 1865 – 1872. The author of article, on the basis of a wide range of sources, including the analysis of protocols and minutes of provincial and district territorial meetings for the first time introduced for scientific use comes to a conclusion that existence of fractions gave dynamism of whole activity of zemsrvos. Despite of approximate parity of the fractions, liberals usually have shown better consolidation and, even being in minority, got the best of conservatives. Failures in carrying out projects have forced conservatives to send considerable efforts for fractional consolidation to the subsequent period of work of a zemstvo.
