Abstract

During World War I local authorities (zemstvos) assumed new duties of the «home front mobilization». The main sectors of the local self-government activities were organization of wounded soldiers treatment and refugees aid, consumer market reglamentation, in particular, and card distribution of the consumer goods, municipal trade. Zemstvos tried to support farms productivity. Zemstvos also took part in the food provision to the army and military equipment production. The author points out that increased zemstvos’ involvement in the state problems, which was realized mostly by the membership in the All-Russian Zemstvos Union, reduced the opportunities of the local authorities in satisfying needs of the local community and increased the distance between peasants and local self-government.
