Abstract

The author of article on the basis of the archival materials for the first time introduced for scientific use considers projects of zemtsev-conservative on financing of road branch of territorial economy. The analysis of projects has allowed the author to conclude that initiatives about the provincial spare road capital and joint-stock associations as forms of territorial and private partnership in the sphere of modernization of means of communication, put in a basis of the law of 1895, have been developed taking into account the comprehensive analysis of ideas of A. A. Arakcheev and experience of establishment of railway concessions. Attraction of money in road branch has allowed zemets to realize large infrastructure projects which distinctive feature inevitably was idea of firmness of agricultural way as the country bases of the economy.
