Abstract

After analysis of land-planning among Tver province’s peasants we research interaction between agrarian communities and land-organizers during the agrarian reform’s realization in the beginning of the XX century. During transformations in the region under investigation, interaction between the authorities and the community was based on traditional principles of directivity and violence. Having declarative support of voluntary transformations from the part of the central authorities, land-planning process was locally marked by absence of understanding and productive interaction. The peculiarity of the conflict interaction was the peasants’ adherence to the norms of the customary law, who valued them more than the state norms of the legal regulation. The author concludes that the mentioned problems became the sufficient reason for the reforms’ lagging.
