Modernization in Russia: the weights on the foots of progress

Abstract

The author analyzes the reasons why all the historical attempts of modernization in Russia ended in failure. It is shown that the paternalistic foundations of the Russian economy suggests a stagnant type of isolated economic existence. However, the external threat periodically forced the Russian state to master Western technology. This of non-natural type of management give only short-term effect. So the state had to use to mobilization efforts. It does not take into account that real modernization implies high priority to social rather than economic sphere. For the success of the modernization is necessary to develop innovative type of social consciousness, as opposed to paternalism gravity.
