Abstract

The article deals with the «prohibition» in 1914 and its implementation in the Tver province in August-December 1914 Author explores published stringent regulations on the sale and consumption of alcohol beverages and archival case of violation of these regulations. Analysis of the binding decisions leads to the conclusion that the state in July-December 1914 did not introduce a total ban on the sale of alcoholic beverages, we can talk about a limited range and places selling alcohol, on the one hand, on the other - on the inadmissibility of public appearances drunkenness. Instead, they used the banned vodka surrogates, but as yet-binding studied data, in most cases - in small quantities. An analysis of archival documents, the author found that to use surrogates and appearance in a public place in a state of extreme intoxication were the most vulnerable to the poor, the unemployed, the young, lonely city dwellers peasants, usually characterized by an addiction to alcohol.
