Abstract

The author substantiates the thought that during the war the role of local authorities gained strength. However the Russian Provisional Government and the politically active members of local authorities (the Mensheviks and the Socialist Revolutionary Party members) couldn't create government agencies able to stabilize the situation. The new stage in changing the power was inavoidable.
