Abstract

Based on the analysis of investigative cases are considered manifestations of urban «drunken» daily during the «prohibition»: the social composition of the city drinkers, drinking alcohol citizens in everyday life and on holidays, the secret sale of denatured alcohol, the police and local authorities in connection with violations of the law. As in other provinces, in the Tver distribution has received domestic consumption of the surrogates, they were delivered to the black market for health workers, former employees of state-owned wine shops, wine carriers treasury and townspeople hunted during the period of «prohibition» trade in alcohol. The author concludes that in view of the widely distributed denatured alcohol consumption and trade, the problem of alcoholism in an urban environment worsened, and the «prohibition» inactive.
