The research of relationship between chairmen of kolkhozes and kolkhoz workers in Central Nechernozemye in the period of the middle of the 1940th till the beginning of the 1960th under the influence of the process of enlargement of kolkhozes, changing of membership and legal status of chairmen revealed the replacement of collective character of this relationship to administrative. The enlargement of kolkhoz production led to alienation of kolkhoz workers from property and from participation in kolkhoz managing. The State made the gap between chairmen and workers bigger by completing the chairmen institute with city communists who were indifferent to agrarian policy. Widespread transforming kolkhozes into sovkhozes by the beginning of the 1960th had fixed the administrative character of relation between chairmen and kolkhoz workers, submissive character of labour groups.
