Abstract

P. P. Tsitovich is traditionally viewed as a radical conservator. But there were some elements of liberal-conservative program in his publicism – for example, the idea of turning the dissenters in the Russian «third estate». He continually stressed his soldarity with liberal values, but insisted that in Russia they are represented by the state power. Tsitovich can not be counted among the leading ideologists of Russian conservatism. Obviously, any ideology wore for a professor rather instrumental. On the other hand, he was not completely devoid of principles and an opportunist. Popular socialist passions of his time he contrasted with quite liberal values: respect for property law, family, rights of the individual.
