Abstract

The article considers an attempt to cast R. Eihe from a post of first secretary of the Sibkraykom AUCP(b), made by the group of party leaders in Siberia in July/August 1930. Realizing that staffing issues of this level were resolved in the higher echelons of power, the second secretary of the Sibkraykom, five members of its Bureau and the chairman of the Siberian Control Commission sent a letter to the Central Committee of AUCP(b) with a request to transfer R. Eihe at chore. On the basis of already published, as well as new historical sources this article shows how and why colleagues of R. Eihe decided to interrupt his rise through the ranks. A position of Stalin concerning the «signatories» and their behavioral tactics after condemnation of their actions in the Politburo were described. The author concluded that the failed conspiracy instigated a series of personnel moves, which contributed to the increase in the scale of social mobility of the regional party leadership.
