Abstract

In the paper the main directions of military-administrative activities of M.T Loris-Melikov (1824–1888) and his style of management Kars region during the Crimean (Eastern) War of 1853–1856. The author concludes that «personal style» head of the field had a decisive influence on the efficiency of administration of the territory. Focused and consistent implementation of the objectives, the use of com-bined approaches (knowledge of the manners and customs of «natives», the practice of the agreements as a way of making optimal decisions, the combination of control methods and economic incentives), the effect on the situation invariably re-sulted Loris-Melikov’s success. Later, these approaches have been used by him for other projects.
