Abstract

The author argues that fires in Tver were most frequently caused by the fact that fire hazardous craftsmen shops were located in close proximity to the dwelling areas. Quite often fires were caused by dwellers’ careless treatment of the stoves and cracks in the chimneys. The author examines attitudes of the towndwellers and town authorities to the cases of unintended firestarting and claims that such recklessness was not punishable.
