Abstract

In article ways of collection are analyzed by the state «piteyny (the drinkable) income» in Russia of second half of XIXth century. On materials of the legislation and contemporary records the author considers tax essence and evolution of excise system. In article the conclusion what the Russian government received constantly increasing becomes «piteyny (the drinkable) income» exclusively by formal increase in taxable base
