Abstract

The article presents an analysis of the institute of zemstvo chiefs based on the materials of the Penza Diocesan Gazette. The research is based on the methods of source analysis using a comparative historical approach, which allows us to consider the information of the Penza Diocesan Gazette in the context of other well-known documents of the era. Such a comprehensive analysis makes it possible to re-evaluate both the effectiveness of the work of the zemstvo district chiefs and the nature of their relationship with the Orthodox clergy within the Penza province.

The results of the study make it possible to identify a stable loyal position of the church authorities at various levels in relation to the institution of zemstvo chiefs. The Holy Synod, the diocesan bishops, and the parish clergy have consistently supported this institution, viewing it as an effective tool for interaction between the state and the Church in managing the peasant population.
