Legal regulation of social control in the Russian Federation

The article considers the legal regulation of public scrutiny, both at the federal level and at the level of subjects of the Russian Federation. The author tracks the dynamics of development of the law on public control over the past few years; it identifies the trends of this development. Particular attention is paid to the need to build a clear and consistent hierarchy of norms by means of which the legal regulation of public control is carried out. Furthermore, the author points to the conditionality of social control norms by the Russian Federation Constitution. Also the author has considered the question of defining the limits of the Russian Federation competence in the legal regulation of public control. On the basis of the analysis the author has formulated the proposals of improvement, dedicated to public scrutiny and of an array of normative legal acts.Published
