Abstract

Expert and normative-methodological activities are not directly related to research work, and universities cannot reflect such work performed as part of this in science reports. At the same time, these types of activities turn out to be no less important, since they can even more influence society, providing it with a specific immediate benefit. In this regard, expert and normativemethodological activities are the "third mission" of the university, where the first two are educational and scientific. The purpose of the article is to reveal the meaning of the "third mission" as a direction of activity of a higher educational institution. The objectives are to generalize the experience of implementing state contracts of Tver State University, to determine a successful strategy for their implementation. Research methods are comparative analysis and synthesis. The experience of conducting expert-analytical and normativemethodological research in the framework of the implementation of state contracts concluded by Tver State University with federal authorities is presented. The elements of a successful strategy for the implementation of such studies are outlined. It is concluded that a regional university, with a properly developed strategy, can effectively compete in the market of expert-analytical and other research with large federal universities, which, as a rule, have a larger number of highly qualified specialists, as a rule, better logistics, communications and influence in federal bodies. authorities.
