The object of the study is to consider how non-governmental organizations changed their function as the Russian Empire's legal status system for a person evolved in the latter half of the 19th century. The purpose of this research is to consider the regulatory and legal aspects of the changes to Russia's system of legal statuses for individuals and the regulatory framework for the establishment and operations of non-governmental organizations during the historical period under consideration, including the interrelation between these processes. The article illustrates the connections between adjustments to the nation's social and legal system and the legal framework regulating nongovernmental organizations' activities.
