Relevance of the topic of the study is connected with the fact that the amount of expenditure on public services is one of the indicators of well-being of citizens. The cost of utilities is affected not only by the rate but also by the rules for calculating the cost of utilities. The object of the study is the issue of balance of rights of consumers and public utilities providers when calculating payments for housing and communal services. The purpose of the study is to analyze the changes made to the Housing Code and by-laws regarding changes in the calculation of utility charges in public areas of apartment buildings, in order to assess whether these changes are in line with the interests of consumers. The purpose of the work determined the methods used by the author. First of all, it is a dialectic method for identifying conflicting trends in the legal regulation of utility charges. The author also used logical methods of analysis, synthesis, comparison of legislation, judicial practice, specialized legal literature on the problems of payment for communal services consumed for general household needs, to identify the actual content of the legal regulation. According to the results of the study, the article makes a conclusion about infringement of rights of consumers by the current rules of calculation of payment for communal resources consumed for general household needs.
