Legal issues related to the development of legislation, as well as law enforcement practice on the creation and operation of specially protected natural areas of regional significance in the Tver region, the development of eco-tourism and raising the level of environmental culture as a necessary condition for ensuring the regime of specially protected natural areas are analyzed. The object of the study is the relationships that arise in the sphere of creating and ensuring the legal regime of specially protected natural areas of regional significance, as well as the development of environmental education and tourism activities. The subject of the study is the norms of environmental legislation, including the Tver region, regulating relations related to the creation and functioning of specially protected natural areas of regional significance, the formation of environmental culture. The purpose of the study is to analyze the current legislation in the field of these legal relations, identify gaps, as well as analyze law enforcement practice on the issue of creating and ensuring the legal regime of specially protected natural areas as objects of natural and cultural heritage. When carrying out scientific work, general scientific and special methods of cognition were used, including methods of formal logic (description, analysis), as well as the formal legal method. The main conclusions boil down to the need for further development of current legislation in terms of consolidating the concept, types, forms of implementation of ecological and other types of tourism in specially protected natural areas, including those of regional significance. A conclusion is formulated about the need to increase the level of ecological culture of the population as a factor ensuring compliance with the legal regime of specially protected natural areas. A number of conclusions are drawn based on an analysis of the legislation of the Tver region and the corresponding law enforcement practice on the issue of creating and ensuring the regime of specially protected natural areas of regional significance, the development of environmental education activities.
