Abstract

The article discusses the possibility of changing the constitutional text. The mechanism provided for amendments to the Constitution of the Russian Federation was supplemented by the possible consideration of the opinions of citizens of the Russian Federation. This procedure is not provided for in the Basic Law. It is proposed to enshrine it in the text of the Constitution of the Russian Federation. It is possible to revise the Constitution in order to prevent changes in the meaning of constitutional norms when interpreting its text, as well as current legislation.
