Abstract

Studying ways to enhance the legal framework for fostering the talents and skills of Russian schoolchildren while using the potential of educational institutions of higher education throughout the Russian Federation is the purpose of this work. The object of research is the relevant federal and regional normative legal acts as well as the local acts of universities, in particular those of Tver State University. Additionally, it is recognized that various legal regulating traditions have developed inside the domestic educational system. A number of proposals for amending normative acts at various levels have been suggested.
