Обнародование муниципальных правовых актов: новеллы законодательства и их правоприменение

Abstract

Municipal legal acts form part of the legal regulation of local self-government in the Russian Federation. Among them, municipal regulatory legal acts occupy a special place. The Federal Law on Local Self-Government contains norms regulating the law-making activities of local self-government bodies. At the end of 2023, amendments were made to the aforementioned legislative act concerning the procedure for the promulgation of municipal legal acts, which in practice caused contradictory approaches to the application of new norms. The object of the study is the legal regulation of the procedure for the publication of municipal acts. The article describes the changes in the legislation on local self-government in terms of regulating the procedure for the entry into force of municipal legal acts, their promulgation, and identifies the reasons determining the need for such a change. The methods of publication provided for in the Law on Local Self-Government are considered and the ways of their implementation in the law are analyzed.
