Abstract

The object of the study is the legal relations on the implementation of the constitutional right of citizens of the Russian Federation to organize and hold public events. The subject of the study is the norms of legislation regulating the organization and conduct of public events. The aim is to identify gaps in the regulation of the rights and obligations of organizers and participants of public events and develop proposals to eliminate them. The specific tasks are: the study of issues related to the legal regulation of certain issues of public events, including issues of the notification procedure for organizing events, anti-covert restrictions, regulation of events at the federal level and at the level of the subjects of the Russian Federation, electronic notification form, venues of events, liability for violation of the law on rallies. One of the main research methods is formal-logical, on its basis the correlation of the constitutional right to hold public events and the scope of implementation of this right is shown. The results of the study can be represented by the following main conclusions. Introduction of responsibility of officials of public authorities for not considering issues raised at a public event. Proposals to regulate the procedure for consideration of issues raised at a public event. It is necessary to provide places for public events in each city district and municipal district. The duty to restore sanitary order at a public event should be assigned to public authorities. It is proposed to provide an opportunity for citizens to submit a notification of a public event in electronic form. Citizens should be able to hold spontaneous public events. It is necessary to lift restrictions on holding public events due to the coronavirus pandemic, which has officially ended. Proportionate penalties are proposed in connection with violation of the legislation on the organization and conduct of public events.
