Abstract

The object of the study is a construction permit as the basis for the emergence of civil rights and obligations. The subject of the study is the norms of civil and urban planning legislation, other by-laws directly or indirectly related to the civil status and the private legal effect of building permits. The article substantiates the relevance of the problems of issuing a construction permit as a legal fact of private law, identifies the confirming, authorizing, allowing and binding types of legal effect of a construction permit, and significance of the influence of the construction permit on the developer or other interested person is revealed.
