Abstract

The article raises the problem of conceptual rethinking of the principle and criteria of scientific character of legislative practice at the present stage of constitutional transformation of the legal system of the Russian Federation. The position is put forward that it is possible to ensure the likelihood of appropriate (adequate) communication between the legislator and representatives of the scientific and legal corps only on the basis of agreement on the meaning of constitutional legal understanding. The author verifies the argumentation in relation to the specifically identified current task of modernizing the legislative establishment and regulation of mandatory non-tax payments.
