Protection of vulnerable population groups under special legal regimes

The subject of the study was the legal norms governing the protection of the rights and freedoms of vulnerable groups of the population, such as women and children under the conditions of "special legal regimes". The goal is to identify possible gaps in international sources, Russian legislation governing the protection of these groups, and to formulate proposals for improving national legislation. The main methods used in the work are comparative and systemic. The study found that the Russian emergency legislation does not contain any separate provisions devoted to the protection of vulnerable groups of the population, such as women and children. Unlike national legislation, a number of international treaties include the above issues as separate sections and articles. In connection with the above, it is proposed to further improve the legislation and fill the existing gaps.
