Abstract

An attempt is made to determine the nature and role of norms and principles in constitutional law, taking into account the trends in the transformation of constitutional law in Russia in the 21st century. The essential characteristics and key features of these norms are determined, and the grounds for their classification are identified. The direct and indirect nature of the consolidation of norms and principles is illustrated, and the mechanism of their implementation in the sectoral legislation of Russia is shown. The limitations that hinder the application of the norms-principles are identified, and options for overcoming them are proposed.
