Maternal (family) capital in the context of constitutional rights

Abstract

The article focuses on measures of additional support for families with children – maternity capital. Some features of maternity capital related to its goals and subject composition are highlighted. The relationship between the goals of maternity capital and constitutional principles and the rights of certain categories of persons is considered. The object of the study is the relationship between constitutional provisions and provisions of the law on maternity capital. The subject of the study is the legal norms that enshrine additional measures of state support for families with children. The purpose of the study is to consider the compliance of the norms on additional family support with the amendments to the constitutional text. As a conclusion, proposals are made to expand the list of support measures at the expense of maternity capital, which will make state guarantees for families with children broader.
