On the correlation between russian legislation and the Unified rules of the Union state in the sphere of consumer protection

Abstract

The article analyzes the correlation between Russian consumer protection legislation and the Unified Rules of the Union State, which entered into force in 2024. It examines the purpose and structure of the Unified Rules and their differences from the Law of the Russian Federation of February 7, 1992 No. 2300-1 “On Consumer Protection.” Special attention is given to the redistribution of liability, the protection of consumer rights in digital product transactions, the expanded responsibilities of aggregators, and the specifics of penalty accrual and recovery. The study concludes that the Unified Rules aim to harmonize legal approaches between Russia and Belarus and to enhance the overall level of consumer protection within the Union State.
