Abstract

As a result of the 2020 constitutional reform, the concept of a unified system of public authority was raised to the constitutional level. In this regard, there is a need to resort to a scientific study of the nature of public power in its modern manifestation. The article analyzes the concepts developed in legal science about the concept and origin of public power, its nature. At the same time, legislation developing on the basis of the modern Russian Constitution, as a rule, demonstrates the lack of a clear understanding of the nature of public power when applying its concept. This creates the conditions for misinterpretation of such a concept as a "unified system of public authority." The above makes it necessary to conduct a comprehensive study of the legal definition of public authority.
