This study examines legal norms governing migration relations under various administrative and legal regimes, as well as the theoretical views of several scholars on state regulation of migration. The goal is to identify potential gaps in the legal regulation of migration relations and develop proposals for improving legislation. The primary methods used in this study include comparative and systemic approaches. The study revealed that current Russian legislation contains gaps in the legal regulation of migration relations arising under special administrative and legal regimes, and that a mechanism for granting legal status to forced migrants under these conditions has not been developed. In light of the above, further improvements to legislation in this area of regulation are proposed.
