Abstract

The article analyzes the creation of the conceptual  apparatus and content of spiritual and moral values of Russia by the State Council of the Russian Federation. The object of this study is the relationship between the activities, their legal codification, and the legal consequences of the decisions made by this body. The subject of this study is the legal norms that establish the powers
of the State Council of the Russian Federation. The purpose of this study is to
examine the conformity of the rules governing the powers of a body whose
decisions are advisory in nature with its actual activities. The conclusion is
supplemented by proposals for amending the rules governing the decisions of
the State Council.
