Abstract

The article is devoted to the analysis of the legal culture of the business community in the context of reforming the system of control and supervisory activities. The purpose of the study is to identify the structural characteristics of the legal culture, the factors determining its level, and the barriers that hinder the development of preventive and partnership models of interaction between business and supervisory authorities. The empirical base was made up of data from a sociological survey of entrepreneurs in the North Caucasus Federal District, conducted using a standardized questionnaire, including blocks on the perception of control procedures, administrative pressure, transparency, readiness to use digital tools and attitudes towards preventing offenses. For a quantitative assessment, an integral index of legal culture was constructed. The highest index values were recorded among entrepreneurs who assess inspections as completely transparent, do not experience administrative pressure and interact with supervisory authorities in a partnership format. Special attention is paid to the analysis of the digital block, which showed a significant gap between the high declarative readiness to use digital and self-verification tools and the low level of their actual use. Comparison of the legal culture index with the reform awareness parameter showed no statistically significant differences, which confirms the paramount importance of the quality of practical interaction for the formation of legal culture.
