Regional governance characteristics during the introduction of a state of emergency

This study examines the legal relationships that arise during the governance of regional government bodies under a state of emergency. It examines the legal norms governing the administrative and legal regime of emergency situations, as well as theoretical developments on the specifics of regional governance under a state of emergency. The objective of this study is to identify potential gaps in legislation and shortcomings in its enforcement mechanisms, as well as to develop proposals for their improvement. The primary methods used in this study are comparative and systemic approaches. The study revealed that the concept of "state of emergency" is not legally defined, there are gaps in the legal regulation of the powers and responsibilities of regional government bodies, and law enforcement tools are ineffective. Due to existing shortcomings, further improvement of the legislation and increased effectiveness of its enforcement mechanisms are required.
