Правовые инструменты реализации государственной политики по сохранению и укреплению традиционных ценностей

Abstract

The paper examines the requirements that legal instruments for implementing state policy on preserving and strengthening traditional values should meet. As an example, we consider Federal Law No. 324-FZ dated July 31, 2025, "On Amendments to Articles 10.5 and 10.6 of the Federal Law "On Information, Information Technologies, and Information Protection" and Articles 5 and 5.1 of the Federal Law "On State Support for the Cinema Industry in the Russian Federation." The purpose of this work is to identify the specific features and challenges of creating legal norms aimed at preserving and strengthening traditional values. Specific tasks include: studying issues related to legislative (including constitutional) protection of traditional spiritual and moral values; reviewing negative examples of bills that declare the preservation and strengthening of traditional spiritual and moral values. The main research methods are analysis, synthesis, abstraction, and generalization. The results of the study can be presented in the following main conclusions: Preservation and strengthening of traditional Russian spiritual and moral values is a task that requires a systematic approach from the legislator. Declaring that a specific legal norm contributes to the preservation and strengthening of traditional values does not necessarily correspond to reality, and the mechanical transfer of the concept of "traditional Russian spiritual and moral values" into legislation creates problems of legal uncertainty, difficulties in predicting legal consequences, and difficulties in law enforcement.
