Традиционные российские духовно-нравственные ценности как аксиологическая основа понятийного аппарата муниципального права

Abstract

The object of the research is social relations related to the preservation and strengthening of traditional Russian spiritual and moral values through the development of the axiological component of the conceptual apparatus of municipal law as a branch of Russian legislation. The article reveals the constitutional foundations of the fundamental concepts of municipal law, the importance of the Constitution of the Russian Federation as the basic value basis of the Russian state and society, and its role in shaping the value content of concepts and categories of the science of municipal law. Such characteristics of the conceptual apparatus of municipal law as consistency and integrity are determined, the relationship with the subject of municipal law is established, and the meaning is determined taking into account the complex nature of municipal law. It is proved that in conditions of maximum proximity of public institutions to the population, such spiritual and moral values as citizenship, service to the Fatherland, patriotism, and the unity of the peoples of Russia receive real realization. Conclusions are drawn about the need to improve the regulatory framework for the organization and implementation of local self-government in Russia in order to implement state policy to preserve and strengthen traditional spiritual values using the potential of the conceptual apparatus of municipal law.
