Abstract

The article examines international and national legal acts that enshrine the cultural rights and freedoms of a person, reflects the importance of culture for the successful development of a welfare state, the need to maintain a cultural dialogue between countries to ensure peace and security. The conclusion is made about the inadmissibility of discrimination in the implementation of cultural rights on the basis of race, nationality and citizenship, the susceptibility of culture to political factors, as well as the need to give culture a supranational character in order to preserve the diversity of cultures and the cultural identity of peoples.
