Abstract

The author identifies the problem of the correlation of pedagogical competencies of parents, as well as other persons wishing to adopt a child into a family for upbringing. The study of the content of the rights and obligations for the upbringing of children, the grounds and consequences of the application of liability measures in case of improper exercise by parents of their rights and obligations allowed the author to conclude about the different scope of competence of parents and other persons in the field of child rearing and the inadmissibility of identifying the status of a parent and the status of another person raising a child in the family.
