Abstract

The article includes scientific analysis of the law-making activity of Imam Shamil, who aimed to replace the existing social and legal norms of those times with more effective ones. In this paper, there are the reform measures of Imam Shamil in general alongside with the reforms in social and military policy examined. Moreover, the author pays particular attention to nizams (laws, provisions) of Shamil. The value of Shamil’s heritage has been proven, the rationale of which is that in the context of general changes in today’s social and political life, these reforms may show the role and causality of those state and political events of the Imamat that had been conducted by its leaders. Also it becomes possible to evaluate the past more sober, to use the experience of the past in order to solve significant and important issues of nowadays.
