The article concerns the problem of the content of local goverent's authority in the social and cultural sphere. The legal base, which affects various areas of the social and cultural spheres at the local level of the power, is analysed. Normative, legal acts of this sphere are differentiated, taking into account their contents, on general and special. The power of local government in matters of public health protection, in education of citizens, in the field of veterinary medicine is determined.Published
