This paper is devoted to the problem of education of people with special educational needs. The paper presents an analysis of foreign historical experience in the field of development of special education from the second half of the XVIII to the end of the XIX century, and on this basis the pedagogical prerequisites for the development of special education in modern conditions are determined. The role of the influence of the European Enlightenment on the development of education of people with disabilities is shown.
